Tomball's city limits are smaller than the town people call Tomball. Inside them, the City of Tomball permits and inspects roof replacement. Outside — most of the subdivisions along 2920 and 249, and all the acreage — it's unincorporated Harris County, which doesn't permit residential re-roofs.
